The Cross-Border Investment Framework is an Axel-led initiative designed to make early-stage cross-border investing structured, predictable, and repeatable.

The framework enables Business Angel Networks (BANs) and venture capital investors (VCs) from Europe and emerging markets to co-invest in portfolio startups through a shared process.

The framework is not an open startup call. All startups enter through BAN or VC nomination.

Eligibility Criteria

  • For BANs and VCs
    1. May nominate only startups they have already invested in or formally support.
    2. BANs/VCs represent and support their startups throughout screening and pitching stages.
    3. All information shared with investors must be accurate and complete.
    4. Participants are expected to co-invest and collaborate internationally.
    5. Shared deal information must be treated as confidential.
    6. Participants engage through the full process, from screening to potential syndication.
  • For Startups
    1. Must be nominated by a participating BAN or VC from its existing portfolio.
    2. Stage: Pre-Seed, Seed, or early Series A.
    3. Traction: Demonstrated market validation (users, revenue, pilots, or strong commercial signals).
    4. Scalability: Clear potential for international expansion.
    5. Team: Committed founding team with defined roles and execution capacity.
    6. Investment readiness: Clear funding ask, use of funds, and growth strategy.
    7. Governance: Transparent cap table and legal structure.
